STATEMENT OF WORK CGC MUNRO NR2 SHIP SERVICE DIESEL GENERATOR EMCP and ECM INSTALL Background. Munro has had several issues with the Load Sharing and speed control of the #2 SSDG over the last several weeks. With extensive trouble shooting all results have not corrected the issue. When singled up the generator will not hold the load and cause a “brown out” when in parallel with the other generators trips offline under reverse power relay condition. Ships engineers found Electronic Modular Control Panel (EMCP 3.2) and Electronic Control Module (ECM) faulty which are now obsolete. Cat tech is needed to install both modules and reprogram to stabilize generator. Scope . Caterpillar certified Tech Rep to provide parts and install EMCP and ECM in the #2 SSDG control panel. MUNRO SSDG serial is NSC 006. The Tech Rep will be responsible for the following: Providing technical expertise to install all parts and programing in the SSDG’s local operating panel Supply parts and wiring needed for completion Test local operation after install to confirm proper operation of the 1SSDG. Provide a condition Trip report once completed. GFE: NA Contractor Furnished Equipment: EMCP part number: 4529414 PANEL GP-ELE, ECM part number 511 3143. Tasks . The contractor shall provide technical expertise to install EMCP and ECM in the No. 2 SSDG to normal operation. Delivery . Contractor shall provide a final report within 3 days of contract period of performance. NOTICE OF INTENT TO SOLE SOURCE 70Z08526Q0024820 The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work. This requirement consists of performing all on-site labor and services for a Tech Assistance for Thruster Generator System in support of the CGC OAK. All work must be performed on-site at 63 Flushing Ave., Suite 276, Brooklyn, NY 11205 . The planned Period of Performance (PoP) is from TBD This acquisition is a 100% total small business set-aside under NAICS code 336611 with a corresponding small business size standard. The applicable Product Service Code is J020. The Government intends to evaluate offers and award a contract to the responsible offeror whose technically acceptable quotation represents the lowest price. To establish technical acceptability, the offered services must meet all specifications in the attached Statement of Work. Past performance will also be evaluated on an acceptable or unacceptable basis. To be eligible for award, the offeror must receive a past performance rating of acceptable or neutral, with neutral indicating no relevant performance history, based on government records. Offerors shall identify any subcontractors proposed to perform major or critical aspects of the requirement, including but not limited to manufacturing, sourcing, assembly, or fulfillment of the contract. For each such subcontractor, the offeror shall provide the subcontractor’s name, address, UEI, and a brief summary of relevant experience and past performance. The Government will evaluate qualifications and past performance of the prime offeror and any identified subcontractors as part of the overall evaluation of the offeror’s ability to successfully perform the requirement. Offerors are encouraged to submit sufficient descriptive information to demonstrate that the offered services meet the requirements of the solicitation. This may include product descriptions, specifications, part numbers, manufacturer information, or other documentation necessary to establish technical acceptability. Offerors are responsible for ensuring that the items offered are correct, complete, and compatible with the Government’s requirements. The Government may consider the offeror’s demonstrated understanding of the requirements and ability to reliably source and deliver the required items as part of the evaluation of technical acceptability. Failure to provide correct items or inability to fulfill the requirement after award may render the offeror ineligible for award or subject to termination. Offerors must submit a quotation that clearly identifies the items offered and demonstrates compliance with the stated requirements.
