Amendment 2 This amendment to the Call for Solutions (CFS) for the Enterprise Virtualization Rapid Integration Solution (EVRIS) includes the following key changes: Extended Due Date : The due date for Solution Briefs has been extended to 13 AUG 2026 / 06:00 EST . Eligibility Clarification : This Call for Solutions is now restricted to Original Equipment Manufacturers (OEMs) acting as prime contractors. Submission & ROM Requirements : Sections 5.2 and 6.1.2 have been updated with detailed instructions. Notably, the Government-provided ROM template has been updated to include multiple tabs, one for each Tier. Respondents are required to use this new template and specify the SKUs and products for each Tier environment they are bidding on. Technical White Paper : The requirements for the technical white paper in Section 6.1.2 have been expanded to include details on commercial offerings, license models, and hardware compatibility. All changes from the original document have been highlighted in the attached amended CFS for your convenience. In addition to the updated CFS document, the following attachments have been added to provide clarification and support: A Questions and Answers document, which contains all questions received from all parties to ensure fair and equal opportunity. APPENDIX A: AFFIRMATION OF BUSINESS STATUS CERTIFICATION (ABSC) , which is required for submission. The updated Government-provided ROM template . This template now features multiple tabs for each Tier, and respondents must include information on specific SKUs/products for each relevant Tier environment. The information contained in this Call for Solutions (CFS) is provided for planning and informational purposes only. The requirements, objectives, schedules, and other information described herein are preliminary and subject to change at the Government’s sole discretion. Publication of this CFS does not constitute a commitment by the Government to issue a solicitation, award a contract, or procure any products or services. Respondents should not rely on the information contained in this document as final, and should recognize that the Government may revise, modify, or cancel any aspect of the anticipated requirement at any time. _______________________________________________________________ Amendment 1 BLUF: This amendment notifies all interested parties that the Industry Day recording is now available for review, and the portal for submitting clarification questions is officially open. Industry Day Recording & Slide Deck The recording from the recent Industry Day has been successfully uploaded and is now available for viewing. All interested parties are encouraged to review the recording and slide deck for additional context, background information, and insights regarding the Call for Solutions. Question Submission Portal A dedicated form has been established for interested parties to submit any requests for clarification or questions regarding the Call for Solutions and the Industry Day presentation. Instructions for Clarification Requests When submitting questions through the portal, please ensure that inquiries are clear, concise, and reference the specific section or page number of the Call for Solutions to which they pertain. To maintain a fair and transparent acquisition process, all submitted questions and the Government's respective answers will be consolidated and distributed to all interested parties without attribution to the submitting organization. This requirement is for proprietary software renewal developed and maintained exclusively by Keysight. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 8/10/2026 at 4:00 PM PST. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
