Engineering Services Firms for Physical Access Control Project This announcement is for the selection of an Engineering Services (ES) Firm to perform design services, technical specifications, working drawings, cost estimates, as-built drawings, construction period services and site-visits for the Altoona VA Project 503- 26-106, Replace Physical Access Control System at the Department of Veterans Affairs, Altoona VA Medical Center located in Altoona, Pennsylvania. The magnitude of Construction for the above referenced project is $4,000,000.00. It is anticipated that a Firm Fixed Price Contract will be awarded to the Engineering Services Firm selected for the aforementioned design services. The most highly qualified Engineering Services firm will be required to participate in a pre-proposal conference prior to submission of the price proposal. Any costs associated with the participation of the pre-proposal conference are not reimbursable. This is a request for all Service-Disabled Veteran Owned Small Business s to provide a SF 330. Please note that this is NOT a request for proposal. Eligible SF 330 responses received will be evaluated and the top three (3) most highly qualified candidates shall be requested to provide an oral presentation. This contract is being procured in accordance with the Brooks Act as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6, Veterans Administration Acquisition Regulation (VAAR) 836.6 and the Veterans Administration Acquisition Manual (VAAM) Part M836 . Firms will be selected for presentations based on demonstrated competence and qualifications for required work. This contract is set-aside 100% for Service-Disabled Veteran-Owned Small Business s (SDVOSB) capable of completing work under the North American Industrial Classification System (NAICS) code 541330. The small business standard is $25.5 million dollars. SUBMISSION REQUIREMENTS: SF 330 submittals shall be sent electronically via email to the attention of Donald Kalivoda and Elijah McIntosh. Standard Forms 330 s must be received no later than 11:00 AM on July 06, 2026. The submittal packages are to be sent via email to the following: Attention: Donald J. Special Note: Engineering Services Firm failing to provide any of the documentation detailed in this notice may be determined as Non-Responsive and may not be considered. Eligible responses received will be evaluated and the most highly qualified will be compiled on a shortlist of candidates who will be contacted for an interview. For the evaluation, Professional Qualifications to Perform the Services Required, Specialized Experience and Technical Competence, are significantly more important than the other five (5) factors and are of equal weight and are of equal weight. The remaining five (5) factors are of equal weight among themselves. The following evaluation criteria shall be used to evaluate firms and determine the most highly qualified firm for possible contract award. NSWCCD Electron Beam Welding Qualification

Amended to Add Questions and Answers. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for NSWCCD electron beam welding qualification that meet the specifications outlined below. This announcement constitutes the only solicitation, and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0016726Q1120 . The NAICS code is 541330 . The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260507. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters as outlined below. The Government intends to evaluate quotations and award a contract without discussions with quoters. Evaluation Factors (See 52.212-2- Evaluation—Commercial Products and Commercial Services) 1. Technical Capability/Approach – Quotes must reflect the required specifications included in the RFQ. 2. Past Performance - The past performance evaluation assesses the degree of confidence the Government has in the Offeror’s ability to provide products and services that meet its customers’ needs based on a demonstrated record of performance. CMMC Certification: Quoters must provide either documentation demonstrating that they meet, at a minimum, CMMC Level: LEVEL 2(self) certification or provide their CMMC UID number with their submission.
