Who's eligible

Any business that qualifies as “small” under the SBA size standard for the contract's NAICS code is eligible to compete. Size is measured by either average annual receipts or number of employees, depending on the industry.
You must be registered in SAM.gov with an active registration and represent your size status accurately. No special certification is required beyond your self-certified small-business status.
Contracting officers must set aside acquisitions for small business when there's a reasonable expectation of at least two competitive offers at a fair market price (the “rule of two”).

What counts as a small business?
It depends on the NAICS code of the specific contract. SBA publishes a size standard for each code — either a maximum average annual revenue (e.g. $19M) or a maximum number of employees (e.g. 500–1,500). If you're under the threshold for that code, you're small for that opportunity.
Do I need a certification to bid on a Total Small Business set-aside?
No. Unlike 8(a), WOSB, or HUBZone, the general small-business set-aside only requires that you self-certify your size status in SAM.gov. Make sure your SAM registration and NAICS codes are current.
